Norwegian applied to the Swedish Transport Agency for an Air Operator's Certificate (AOC), as the carrier looks to increase its operations out of Sweden and Stockholm airport. The airline also hopes to strengthen its operations both inside and outside Europe with the new certificate.

CEO of Norwegian, Bjorn Kjos also hopes to gain more traffic rights in Scandinavia should the AOC be issued, leading to "more direct flights, increased tourism and more jobs".
