Air India's employee unions are drafting an alternative plan to revive the national carrier, after the tender from the government to offload a 76% stake failed to gain any bidders on the 31 May 2018 deadline.
The unions will also meet with stakeholders to discuss the airline's turnaround plan.
The unions are trying to prevent Air India from being given to private players, and have staged rallies and protests recently, looking to convince management to change their mind.
The government said its next move on the stake sale would be decided "appropriately".
